DRC Launches Competitive Tender for 94.5-MW Privately Financed Nfuka Mukaji Hydropower Plant
The Electricity Sector Regulatory Authority (ARE) of the Democratic Republic of Congo (DRC) has launched a competitive tender for the development of a hydroelectric power project at the Nfuka Mukaji falls, located in Haut-Lomami province.
The call for expressions of interest, published on December 24, 2025, relates to a 94.5-MW hydropower plant that will be financed by private investors.
The tender process follows a concession application submitted by Umeme Energy Sarl. Upon review, the ARE determined that the proposed project site is situated on public land.
In accordance with the DRC’s electricity law, projects located on public land must be awarded through a competitive process, prompting the regulator to open the concession to competition.
Interested candidates are required to submit documentation demonstrating their capacity to develop, finance, and operate an electricity generation facility. This includes evidence of technical expertise, financial strength, experience in delivering comparable completed projects, and access to suitably qualified human resources.
Participation in the tender is restricted to Congolese individuals or legal entities that meet the eligibility requirements set out in the electricity law and its implementing regulations.
Expressions of interest must be submitted in sealed envelopes to the ARE headquarters in Kinshasa-Gombe no later than December 31, 2025, at 12:00 p.m. (Kinshasa time).
Following the evaluation of submissions, the ARE may establish a shortlist of up to five qualified operators, depending on the number and quality of applications that meet regulatory standards.
